Keir Starmer is facing mounting pressure after a turbulent start to life as Prime Minister, with poor polling, disappointing election results and growing unrest inside Labour all fuelling speculation about his long term future.

After leading Labour to a landslide victory in the 2024 General Election, Starmer initially appeared to have secured a commanding grip on British politics. However, that momentum has faded rapidly following a string of setbacks. Labour suffered disappointing performances in the 2025 local elections, endured a damaging collapse to third place in the Gordon & Denton by-election, and then faced further losses in the 2026 local and devolved elections as support shifted towards Reform UK and the Greens.

The Prime Minister’s personal approval ratings have also deteriorated sharply, leading to increasing debate within Westminster over whether Labour may eventually seek a change in leadership before the next General Election. Starmer is expected to deliver a major speech aimed at resetting his premiership, though reports of internal discontent continue to circulate.

Backbench Labour MP Catherine West is reportedly considering launching a leadership challenge as a stalking horse candidate, a move that could intensify scrutiny around Starmer’s position. Against that backdrop, betting markets have started to shift rapidly, with several high-profile Labour figures shortening in the next Prime Minister market.

Manchester Mayor Andy Burnham has now emerged as the 9/5 favourite to become the next UK Prime Minister, giving him an implied probability of 35.7%. Burnham remains a popular figure among Labour members and voters alike, and he has consistently refused to rule out a future leadership bid.

One major obstacle remains for Burnham, however. As Mayor of Greater Manchester, he is not currently an MP, meaning he would need to return to the House of Commons before having any realistic path to the premiership. Recent reports suggest some allies within Labour could potentially step aside to trigger a by-election and allow Burnham to contest a safe seat, although no formal plans have been confirmed.

Speculation around that possibility has intensified in recent days and bookmakers have reacted accordingly, cutting Burnham’s odds as pressure on Starmer continues to build. With Labour facing a difficult political climate and internal tensions becoming more visible, leadership speculation looks likely to remain a major talking point in the months ahead.
